Folsom City Council will hold its first meeting of the month next Tuesday August 13 The meeting agenda includes several items that will be up for discussion and review, from a report on the city’s landscaping and lighting districts, a $2.7 million dollar affordable housing loan, more speed limit talks and more. 

The council will consider appointing two at-large members to the Folsom Landscaping and Lighting District Advisory Committee, representing the American River Canyon North #2 District and the Willow Springs District. This aims to ensure continued community representation and oversight in these areas. Another item for consideration is the second reading and adoption of an ordinance that will amend the zoning districts for two parcels on East Natoma to facilitate the Residential Project at 1000 East Natoma.

In addition, the council will authorize the City Manager to execute an agreement with Got Power Inc. DBA C D & Power for the replacement of the city’s water treatment plant generator, ensuring continued efficiency and reliability of Folsom’s water services.

The public hearing section includes the introduction and first reading of an ordinance to establish prima facie speed limits on Folsom Lake Crossing, White Rock Road, and Savannah Parkway. This measure aims to enhance road safety and manage traffic flow effectively. Another item involves a resolution to approve and confirm the report of delinquent utilities charges, requesting Sacramento County to collect these charges via the tax roll, streamlining the collection process and ensuring city revenues. 

The council will also consider a resolution to update the impact and connection fee schedule for various city services, including law enforcement, fire suppression, and park improvements, ensuring that the fees remain aligned with the city’s growth and development needs. Additionally, there will be a resolution to enact the annual inflationary adjustment for city user fees related to planning, maintaining the city’s financial stability and service quality.

The final engineer’s report for multiple landscaping and lighting districts for the fiscal year 2024-2025 will be reviewed, ensuring continued maintenance and enhancements in areas such as American River Canyon North, Broadstone, and Willow Springs.

In new business, the council will consider a resolution proposing a conditional approval of a $2.7 million affordable housing loan from the city’s Housing Fund to Pacific West Communities, Inc. This loan will support the construction of 52 affordable housing units at the proposed Harrington Grove Multifamily Affordable Housing Development, with the City Manager authorized to execute the loan agreement and related documents.
